Base Cable Industry Day Sources Sought

Background
The 42d Contracting Squadron, Maxwell AFB, AL, is holding an industry exchange to seek sources that can provide base wide cable that meets the requirements of the attached “Draft” Statement of Requirement (SOR) to support the needs of the 42nd Communications Squadron, Maxwell AFB, AL. The current operating environment consists of cable television service to a population of 7 thousand customers. Cable service is required for military training, education, and entertainment purposes and must be operational 24 hours a day. The physical topology is connected to the demarcation within the communication closets. There are some rooms employing the service provider’s proprietary media converter connected to the television. The cable signal is currently provided through coaxial cable.

Work Details
The scope of work includes constructing, installing, operating, and maintaining cable on the Base according to the terms and standards set forth in the Franchise Agreement. The system shall provide a minimum of 58 channels (6 MHz) capable of delivering to subscribers the entire FM spectrums and selected portions of the UHF spectrum.

The contractor is required to provide a basic tier of service including all services required by the rules of the Federal Communications Commission and any other federal law or regulation. Additionally, interruption of service provides a rebate to customers when interruption occurs for more than 12 hours in any 24-hour period. The contractor shall not undertake any construction or installation without prior written consent and must conform to all safety and security requirements applicable to contractor activity on the Base.

Place of Performance
The contract will be performed at Maxwell-Gunter AFB AL and any other buildings as set forth in Appendix B of this contract or as designated by the agency.
