Summary of Amendments

Amendment 1 - (1) Incorporate FAR 52.204-27 "Prohibition on a ByteDance Covered Application" in accordance with FAR Interim Rule 2023-11756. (2) FAR 52.212-1 Page Limitations "Volume IV: Past Performance Proposal" was amended to add "PWSs and SOWs corresponding to submitted PPQs shall not count toward this volume's page limitation." (3) FAR 52.212-1 section 3.5.4.1.1 was amended to add "Offerors shall submit Performance Work Statements (PWS) or Statements of Work (SOW) outlining the services required of each PPQ reference project."

This solicitation is issued by the 2nd Contracting Squadron for non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Barksdale Air Force Base (AFB) in a manner that will promote the growth of healthy grass, trees, shrubs, plants and associated landscaping to present a clean, neat, and professional appearance.

The contract will be a Firm Fixed-Price Requirments contract for all service maintaining Barksdale AFB grounds in accordance with the Performance Work Statement. The contractor shall provide continuous, efficient, and cost-effective service. The contractor shall provide or be responsible for having personnel with proper certification, qualifications, and licenses.

The contractor shall maintain facilities in a neat, clean, and orderly condition at all times. The contractor is encouraged and expected to use innovative approaches to accomplish requirements efficiently and effectively in a timely manner in a way that fosters pride and ownership in the work performed.

This is a Competitive 8(a) procurement limited to qualified/eligible firms in the Small Business Development Program. The applicable North American Industry Classification System (NAICS) code for this acquisition is 561730 (Services) with a small business size standard of $9.5 Million. The Federal Supply Classification code is S208, and the Government intends to award one contract under this program.

Period of Performance: The period of performance is to begin on 6 November 2023 with a 11-month base year and four (4) option years. All work shall be in strict compliance with the specifications of the contract and the Performance Work Statement.

The Government will conduct a manditory site visit for this proposal. The exact date of the site visit is identified in this solicitation.
