Barge IDIQ FY24 - FY29   2

This is not a Request for Proposal and in no way constitutes a solicitation nor obligates the Government to award a contract or order of service. The Government will not pay for any effort expended, or any materials provided in response to this announcement, nor will the Government return any data provided. The purpose of this Pre-Solicitation synopsis is to seek out interested businesses capable of fulfilling this requirement. All responses to this Pre-Solicitation are STRICTLY voluntary.

The Southeast Regional Maintenance Center intends to issue a Request for Proposal (RFP) to solicit sources capable of maintaining cleanliness and operability of the barges and accomplishing maintenance and repairs while the barges are occupied by ship's personnel during ship repair periods. Barge habitability also includes accomplishing various maintenance, repairs, and upgrades during idle periods. The applicable North American Industry Classification System (NAICS) code for this procurement is 336611 Ship Building and Repair, with a small business size of 1,300 employees.

As a result of market research, this requirement will be solicited as a 100% Set-Aside for small businesses. The Government intends to award a firm fixed price, single award indefinite delivery, indefinite quantity (IDIQ) contract for a base period of one (1) year and four (4) option year periods for the performance of this requirement. The solicitation for this requirement will be available on or about 15 May 2024. Offerors are restricted to be holders of an Agreement for Boat Repair (ABR).
