Changes have been made to the Instructions to Offerors, Section 00-21-00 and to Evaluation Criteria, Section 00-22-00. Due date of proposals has not changed. All other terms and condidtions of this Solicitation remain unchanged.

Changes have been made to the site visit. Entrance gate w as Northern Most Gate is now Main Gate. For complete site visit inf ormation see clause 52.236-27. All other Terms and Conditions remain unchanged.

- SOLICITATION -

Bank Stabilization and Navigation Project (BSNP) to repair and maintain navigation channels on Missouri River. This work is necessary to support ongoing repair and maintenance of the navigation channels on the Missouri River and consists of a variety of types of work including, but not necessarily limited to incidental excavation, placement of stone and the construction of needed features revetments, roots, reverse sills, chevrons, dikes, L-heads, and kickers. Placement locations will generally be accessible via floating plant. however, some land access and landward placement will be necessary.
It is the intent of the Government to make multiple awards to Small Business as part of a MATOC contractor pool.

Background
The Bank Stabilization and Navigation Project (BSNP) aims to repair and maintain navigation channels on the Missouri River. The work includes a variety of construction services such as river work, dredging, habitat creation, stabilization, rock placement, earth moving activities, and incidental related work located along the Missouri River Valley from Rulo, NE to Lower Ponca Bend. The competition for this contract is restricted to all Small Business (SB) concerns.

Work Details
The scope of work includes maintenance of riverbanks, navigation channels, repair of levees excavation, placement of stone, and construction of needed chute features. The work also involves building a variety of structures including revetments, roots, reverse sills, chevrons, dikes, L-heads, and kickers. The preponderance of the work can be executed with river access only, but some must be completed ashore with land access.

Period of Performance
The contract has a basic performance period of five years from 01 July 2023 to 30 June 2028.

Place of Performance
The construction projects will be performed in/on/around/adjacent to the Missouri River Valley from Rulo, NE (River Mile 498.2) to Lower Ponca Bend (River Mile 750.0).
