ICE is responsible for the detention, health, welfare, transportation and deportation of immigrants in removal proceedings and immigrants subject to final order of removal. The intent of this contract is to identify Detention/Transportation Officer tasking as appropriate for managing this activity. This work involves the management, transportation, and the escort of immigrants, including those in removal proceedings, immigrants subject to final order of removal, material witnesses and criminal detainees in a secure manner. This contract will provide armed guard transportation services for the U.S. Immigration and Customs Enforcement (ICE), Balitmore (BAL), New York (NYC), and Newark (NEW) Field Office.

The Contractor shall provide, operate, manage, and maintain a uniformed transportation officer staff, 24-hours per day, 7-days per week, year-round, for the transportation and guard services of detainees under the responsibility of DHS/ICE-ERO.

The purpose of this amendment is two-fold:

Background
U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) Baltimore, New York City, and Newark Field Offices require armed guard transportation services for detainees and immigrants in removal proceedings. ICE ERO manages the nation’s civil immigration detention system and oversees the secure management, transportation, and escort of immigrants—including those under removal orders, material witnesses, and criminal detainees—to ensure safety and compliance with immigration laws.

The contract will support ICE’s mission by providing uniformed transportation officer staff 24 hours/day, 7 days/week, year-round under an Indefinite Delivery/Indefinite Quantity (IDIQ) hybrid Firm-Fixed Price/Labor Hour contract.

Work Details
The Contractor shall provide all management, supervision, labor, and materials necessary to perform secure armed guard transportation services as specified in the Performance Work Statement.

Services include:
- 90-day transition from the incumbent
- Secure escort and transportation of detainees and immigrants in removal proceedings, final removal orders, material witnesses, and criminal detainees
- Operation and maintenance of uniformed transportation officer staff 24/7 year-round
- Task orders issued on a hybrid Firm-Fixed Price/Labor Hour basis
- Adherence to CLIN framework including:
* X001 90-day transition (FFP)
* X002 Guaranteed minimum miles and guard hours (FFP)
* X003 Funded miles over GM and guard hours (FFP)
* X004 Stationary guard hours (Labor Hour)
* X005 Fuel reimbursable per GSA mileage rates
* X006 Per diem (hotel, meals, and incidental expenses) reimbursable per Federal Travel Regulation with advance COR approval
- Provision and removal of contractor-owned equipment
- Packaging, marking, storage, and safe delivery of vehicles and equipment
- Inspection and acceptance by COR with deliverables in Excel, PowerPoint, or Word

Period of Performance
The contract includes a 90-day transition period followed by performance periods defined at the task order level—comprising a one-year base period and up to four one-year option periods—under an IDIQ structure with services provided as requirements arise, year-round, 24/7.

Place of Performance
Armed guard transportation services will be performed in the Baltimore (MD), New York City (NY), and Newark (NJ) Areas of Responsibility, covering Pennsylvania, Delaware, Maryland, New Jersey, New York, Virginia, West Virginia, North Carolina, South Carolina, and Georgia.

Bidder Requirements
Set-aside status: Small Business Set Aside – Total (SBA).

Offerors must:
- Provide qualified, uniformed armed guard transportation officers with appropriate training and certifications
- Maintain required insurance for worker’s compensation, employer’s liability, general liability, and automobile liability per government standards
- Comply with ICE security clauses
- Have experience managing transportation services of similar size, scope, and complexity
