This is an amendment to solicitation 36C24521R0047 along with responses to questions for Baltimore, VAMHCS Home Oxygen requirement. See attached amendment.

This requirement is 100% set-aside for SDVOSB for Baltimore, VAMHCS to provide Home Oxygen Services to Veterans.

Background
The Department of Veterans Affairs, VA Maryland Health Care System (VAMHCS), is issuing a contract for Home Oxygen Services to support veterans in Baltimore. The goal is to provide necessary respiratory care and equipment management for VA beneficiaries.

Work Details
The contractor will provide all necessary labor, facilities, supplies, materials, equipment supervision, transportation, safety management, infection control, and management to perform home oxygen services. This includes storage and management of contractor-owned home oxygen equipment, delivery, set-up, instruction, and maintenance of equipment for VA beneficiaries.

The contractor must maintain adequate licensed registered respiratory therapy staff to provide instructions, safety management, perform respiratory evaluations under physician direction, and conduct follow-up or emergency visits. Services include providing backup systems for oxygen concentrators during power failures or mechanical issues.

The contractor will supply humidifiers, disposable oxygen cannulas and masks, oxygen connecting tubing, trach collars with accessories, safety holders for cylinders, ventilator rental with supplies for humidification or non-humidification use, and nebulizer supplies. Additionally, the contractor will manage CPAP and BiPAP equipment provided by the VA with initial setup by a Respiratory Therapist followed by scheduled follow-up visits.

The contract performance period is 5 years from 10/01/2021 to 09/30/2026.
