Description

THIS IS A SOLICITATION. The Army has a requirement for ballistic and non-ballistic testing of personal protective equipment that provides protection against a broad range of ballistic threats. Ballistic threats include handgun and rifle ammunition, right circular cylinders, and fragment simulating projectiles; testing is conducted over a range of environmental conditions. Testing to be performed is part of the ongoing personal protective equipment program, which includes various configurations of test items.

This is a non-personal services contract to perform personal protective equipment ballistic and non-ballistic testing that protects the Soldier against a variety of threats. Ballistic and non-ballistic testing shall be performed in accordance with U.S. Army Aberdeen Test Center (ATC) Internal Operating Procedures (IOPs) for the following commodity categories: 1) head protection, 2) soft armor, 3) hard armor, 4) non-ballistic, 5) environmental, and 6) mechanical.

Work Details
The contractor will perform personal protective equipment ballistic and non-ballistic testing in accordance with U.S. Army Aberdeen Test Center (ATC) Internal Operating Procedures (IOPs) across several commodity categories:

1) Head protection
2) Soft armor
3) Hard armor
4) Non-ballistic
5) Environmental
6) Mechanical.

Specific tasks include:
- Conducting tests to evaluate head protection against ballistic threats such as bullets and shrapnel.
- Testing soft armor systems designed to defeat low energy projectiles.
- Evaluating hard armor systems for protection against rifle threats.
- Performing non-ballistic inspections including aerial density checks and blunt impact assessments.
- Executing environmental tests to assess performance under various conditions like heat and moisture.
- Conducting mechanical tests to determine material strength and durability. Additionally, contractor personnel must be trained in relevant testing procedures and safety protocols.

Period of Performance
The contract will be performed from March 17, 2025, to March 16, 2029.

Place of Performance
The contract will be performed at the U.S. Army Aberdeen Test Center located at 400 Colleran Road, B358, Aberdeen Proving Ground, MD 21005-5059.
