Background
The FBI is seeking Request for Proposals for Ballistic Helmets and replacement parts as outlined in the RFP and Helmet Protocol documents attached. The FBI is seeking Ballistic Helmets designed to stop pistol-caliber projectiles. The FBI intends to make these contracts available to all DOJ law enforcement agencies. DOJ law enforcement personnel are responsible for investigating violations of more than 260 Federal statutes. In pursuit of their duties, law enforcement personnel may be involved in high threat assignments where they face violent confrontations.

The protection afforded law enforcement personnel though the use of high-quality Ballistic Helmets may be paramount to one’s survival in the performance of law enforcement duties.

Work Details
Under the policies and procedures prescribed in Part 12, Acquisition of Commercial Items, in conjunction with Part 15, Contracting by Negotiations, the Contractor(s) shall provide Ballistic Helmets and replacement components. The FBI is seeking a configured ballistic helmet (which includes the helmet, side mount rails, NVG shroud, suspension system, and retention system) as well as replacement parts used to maintain the helmet over the useful life. The contracts will be structured as Fixed Price, Indefinite-Delivery Indefinite-Quantity (IDIQ), type contract(s) for one (1) base year and four (4) possible one-year option periods. The FBI intends to award two (2) IDIQ contracts for ballistic helmets and replacement components.

Period of Performance
The contracts will be structured as Fixed Price, Indefinite-Delivery Indefinite-Quantity (IDIQ), type contract(s) for one (1) base year and four (4) possible one-year option periods.

Place of Performance
Contractor(s) shall deliver Ballistic Helmets within ninety (90) days after receipt of order. Deliveries shall be shipped FOB Destination to all FBI (and other approved Federal government) locations within the continental United States (CONUS), as well as Hawaii, Alaska, Puerto Rico, and the U.S. Virgin Islands.
