This contract involves road reconditioning activities on NFSR 35 in the project area. NFSR 35 is a 0.8 mile long single lane paved road that acts as a cutoff' between NFSR 210 and TN-165. In order for NFSR 35 to be utilized as a Detour Route during bridge construction, the contractor will be responsible for performing reconditioning activities to include clearing, excavation, milling of asphalt, sub-grade stabilization, culvert cleaning/replacement, fill slope armoring and paving. The road reconditioning activities will need to be completed prior to Tellico River Road being closed for bridge construction.

Scope- Bridge Replacement
The Bald River Falls Bridge project will replace the existing 3-span, 200 ft bridge with a new 2-span structure. The existing structure is a two lane, 20 ft wide bridge comprised of concrete abutments, steel girders, concrete deck and 2 concrete piers. The new structure will be 170 ft long two lane structure with sidewalk and observation deck. The structure will be founded on bedrock with shallow foundation spread footings. The abutments/wingwalls will include rock anchors for support. The superstructure will be pre-stressed concrete box beams. A single 3-column concrete pier will be located at center span. Additional work will include clearing, grubbing, bridge rail, guardrail, masonry and paving. Tellico River Road will be closed during construction. The awardee will be responsible for maintaining the detour route (Consisting of NFSRs 216, 217, and 35) through the life of the contract.

Scope- Ongoing Detour Maintenance (NFSR 216,217, 35)
Ongoing maintenance will only occur on the 3 designated detour roads; not the 3 alternate roads. Ongoing Detour Maintenance includes driving the detour route once a week and after storm events to ensure the safety of the road. It will include up to 4 road gradings (inclusive of the final grading) at the discretion of the CO, 2 mowings, cleaning of culverts as needed, removal of downed trees and snow plowing. Snow plowing will be ordered on an as needed basis and is not included in the 001-2 line item. Ongoing Road Maintenance is subject to the 800 series of specifications attached to the Forest Service Supplemental Specifications. It is expected that the Ongoing Road Maintenance will continue through the life of the closure of Tellico River Road. Once Tellico River Road is reopened to public traffic, the contractor will perform a final detour route grading. Grading instances 1-3 will not require compaction, however final grading will require roller compaction and proper moisture content.
2. PROJECT LOCATON
The bridge replacement is located east of Tellico Plains on National Forest System Road (NFSR) 210. From Tellico Plains, TN turn east on TN 165 (Cherohala Skyway) travel 4.5 miles to the junction of NFSR 210 (Tellico River Rd).Turn right onto Tellico River Road and proceed 5.7 miles to project location. Utilize vicinity maps, USGS Maps (included in solicitation), and kmz to locate project roads and work item locations.

Magnitude of Construction Project: In accordance with FAR 36.204 the magnitude of
this construction project is between $5,000,000 and $10,000,000.

Background

Work Details

The bridge project should be completed within 310 days after receipt of Notice to Proceed for ground disturbing activities at the bridge site. All contract activities are expected to be finalized within a total of 540 days from contract award.

The project location is east of Tellico Plains on National Forest System Road (NFSR) 210 in Tennessee.
