This is a Request for Quotations (RFQ) issued by PHNSY & IMF for a Firm Fixed-Price service contract for the Preventive Maintenance, Calibration, Repair of two Balancing Machines manufactured by Schenck with 1-day Training of personnel.

This requirement is 100% small business set aside under North American Industry Classification System (NAICS) 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. This NAICS code size standard is $12,500,000.00.

The Product Service Code (PSC) applicable to this requirement is J049, Maintenance, Repair and Rebuilding of Equipment: Maintenance and Repair Shop Equipment.

This requirement consists of one base period and four option years.

The tentative start date is 14 April 2025. If you are unable to meet the Period of Performance date, please submit soonest availability with submission of quotation.

The location of performance is Joint Base Pearl Habor Hickam, Hawai'i.

All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2025-03, DFARS 01/17/2025, and NMCARS 18-25.

Please note the following:

  • 52.212-1 Addendum: This Addendum provides quotation submission requirements and instructions.
  • 52.212-2 Addendum: This Addendum provides evaluation factors that will be used to evaluate quotations.
  • All Solicitation amendments, if any, must be acknowledged in offer submission.
  • The Government may revise the solicitation at any time by means of an Amendment. It is an offeror's responsibility to ensure it is accessing the Government Point of Entry (GPE) website, https://sam.gov/, to view potential amendments and procurement notifications for this solicitation.

Notice to Offeror: Funds are not presently available for this. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost.

Questions are due at 1400 Hawai'i Standard time on 14 March 2025.

Quotations are due at 1200 Hawai'i Standard time on 19 March 2025.

Background
The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center responsible for the maintenance, overhaul, and repair of various vessels of the US Navy. The facility employs over 4,500 military, civilian, and contractor personnel to ensure the Navy remains 'Fit to Fight'.

This solicitation is for a Firm Fixed-Price service contract aimed at providing preventive maintenance, calibration, and repair services for two Schenck Balancing Machines, along with training for personnel.

Work Details
The contractor shall provide on-site annual preventive maintenance, calibration, remedial services (repairs required outside the scope of annual preventive maintenance), technical support, and an annual one-day on-site training for PHNSY & IMF personnel. The contractor must supply all tools, parts, labor, travel, and any other equipment necessary to perform these services. They are required to have full knowledge and experience in providing repair services for the specified equipment and must comply with Original Equipment Manufacturer (OEM) technical specifications.

An inspection report for both Schenck Balancing Machines must be provided upon completion of services. The specific tasks include:
1. Preventive Maintenance Service: Annual on-site preventive maintenance service scheduled with the Contracting Officer's Representative (COR).
2. Preventive Maintenance Parts: All parts replaced during preventive maintenance must be new.
3. Technical Support: Provide a contact number for technical support during the contract duration.

Period of Performance
The contract will have one base year starting from January 20, 2025, with four option years extending through January 19, 2030.
