Badger Springs Lop & Scatter

Background
The Bureau of Land Management (BLM) is acquiring services for tree thinning as part of the Badger Springs project, which aims to improve the health of sagebrush steppe and enhance habitat for the greater sage-grouse and other sagebrush obligate species.

The project area consists primarily of Douglas-fir, ponderosa pine, lodgepole pine, and Rocky Mountain juniper trees encroaching into sagebrush steppe. The goal is to reduce conifer tree cover over 686 acres.

Work Details
The contractor shall furnish all personnel, tools, labor, supervision, equipment, materials, supplies, transportation, training, and incidentals necessary to perform tree thinning services as specified. The work includes:
1. Reducing conifer tree cover by cutting down trees and scattering the slash according to contract specifications.
2. Operations will be performed between 6 a.m. and 8 p.m., excluding Federal holidays unless authorized.
3. A pre-work conference may be held to discuss work schedules and responsibilities.
4. Invoices must be submitted through IPP after services are performed with all costs being all-inclusive for materials and labor.

Period of Performance
The treatment operations will begin on or after August 24, 2026, and must be completed no later than September 25, 2026.

Place of Performance
The project area is located approximately 10 miles northeast of Salmon, Idaho.

Bidder Requirements
This solicitation is set aside for small businesses. Bidders must demonstrate technical capability to complete the contract within the required period of performance and provide a detailed work plan. Key personnel qualifications must be provided along with evidence of prior experience in similar projects.
