Background
The U.S. Embassy in Harare, Zimbabwe, is seeking to procure Backup Openet Internet Services to ensure reliable connectivity for its operations. This contract aims to provide a dedicated backup internet connection that complements the primary service provided by a different vendor, thereby enhancing the embassy's operational resilience and internet access reliability.

Work Details
The contractor will provide a dedicated internet channel with a minimum bandwidth of 61,440 Kbps (60 Mbps) for VPN Openet at the U.S. Embassy in Harare. The service must include:
- A dedicated Internet VLAN
- 60 Mbps download and upload speeds with a contention ratio of 1:1
- Point-to-point link configuration with /29 IP addressing
- Compliance with an overall Service Level Agreement (SLA) of 99.6% uptime
- High-quality, direct access to the public internet without filtering
- Specific performance metrics including latency requirements (300ms RTT to the U.S., 20ms RTT within Zimbabwe) and packet loss not exceeding 0.01%.
- The circuit must operate without data transfer limits or caps and should be fully independent from the primary provider's infrastructure.

Period of Performance
The contract will be for a base period of one year from the date of award, with an option for one additional year.
