CONSTRUCTION INDUSTRY DAY

Backfill and Renovation of Floors 16 through 21 Project

Jacob K. Javits Federal Building

The General Services Administration (GSA) Northeast and Caribbean Region will host a two part Construction Industry Day event on Wednesday, April 26, 2017, and Wednesday, May 10, 2017, for all businesses interested in the Backfill and Renovation of Floors 16 through 21 Project at the Jacob K. Javits Federal Building (Javits FB) located at 26 Federal Plaza, New York, NY 10278. The proposed construction of the Backfill and Renovation of Floors 16 through 21 project (including a new lobby fire protection system and a new fire alarm infrastructure system) is anticipated to begin in December 2017.

This event offers contractors and suppliers the opportunity to take a critical look at the project features, and allows for feedback that could result in a reduction in cost, improve constructability, reduce schedule risk, and provide firsthand experience on best practice methods. This event is neither a solicitation nor a request for a proposal.

The service for this project is general construction services. The project (approximately 320,000 sf) will require work to be performed in an occupied building without disruption to the operations of the tenants. The current estimated construction cost is above $60M. The estimated project duration for construction is twenty eight (28) months.

To register, please email: claudia.rivera@gsa.gov no later than Friday, April 21, 2017. Pre-registration is required due to potential space limitations.

Upon receipt of registration information, you will be given building access information and a list of Construction Industry Day Participant Questions via email. Access must be from the Lafayette Street entrance. Please allow ample time for security screening. The event is free of charge, and all interested parties are invited to attend.

Please submit written responses to the Construction Industry Day Participant Questions to claudia.rivera@gsa.gov by Wednesday, May 3, 2017.

The Construction Industry Day consists of two sessions:

1. Wednesday, April 26, 2017, 9:00 - 11:00 a.m.

Project presentation and site visit

2. Wednesday, May 10, 2017

One-on-one Sessions: Please indicate in your registration email if you would like to sign up for a one-on-one session. Please be prepared to discuss the Constructability Questions to Industry which will be used to guide the discussions. These questions may be modified. Any amendments will be posted to FBO.gov prior to the event.

All interested parties, regardless of event attendance, are encouraged to voluntarily submit written responses, constructive input, or additional questions. Responses may be submitted prior to, during or after the event. Please send advance responses to claudia.rivera@gsa.gov. Responses are intended to initiate discussion during a facilitated, group question and answer session.

Constructability Questions to Industry, due May 3, 2017:

1. Do you foresee any obstacles in the marketplace which would prevent a successful delivery of the project?

2. How long would you expect this project to take to complete?

3. The lobby fire protection work will require abatement within an occupied lobby. How would you recommend phasing this work?

4. The project will include installation of generators, chiller, and cooling tower on the building's roof and within the penthouse. What installation method would you propose for this large equipment?

5. The project includes tenant fit-out work, along with various base building upgrades. How would you phase the base building upgrades and tenant fit-outs within the overall schedule?

6. Do you anticipate any bonding challenges?

7. Do you anticipate any permit challenges?

8. What pricing trends do you see from now into 2018?

9. Have recent market conditions affected your organization's workload?

10. What is your past performance experience working with GSA?

11. Do you anticipate any problems with respect to safety?

12. Do you anticipate any material or labor availability concerns?

13. What other feedback would you like to provide for consideration to improve the d constructability of this project?

Capability Statements: Interested parties, regardless of event attendance, are invited to submit capability statements for market research purposes and acquisition strategy planning (5-page limit). At a minimum the capability statement should include:

1) Name of your company, DUNS, address, point of contact with phone number and email address.

2) Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, Small Women-Owned Business, etc.

3) Company's capability to perform a contract of this magnitude and complexity by including a brief description of at least (3) projects, customer names and phone numbers, timeliness of performance, and dollar values of the projects.

4) Describe your company's bonding capability.

5) If company is/will be part of a joint venture, state names of joint venture members and their business size(s).

The acquisition strategy for this proposed project has not yet been developed. Response to this notice is strictly voluntary. The Government will not reimburse any party attending or participating for costs incurred for this event or marketing efforts.

Industry Day Session: The responses from the public questions and answers session will be transcribed and the transcript will be posted to the website following the event.
One-on-One Sessions: The government will not reveal or post information discussed

during the one-on-one sessions. To ensure bid fairness, the government will not reveal or post proprietary data, company identification and trade secrets.
