RFQ - Wastewater Lab Analysis / New Jersey Licensed Operator - Lyons Campus   2

Background
The VA New Jersey Healthcare System (VANJHCS) Lyons Campus is seeking an annual service contract for Licensed Operator in Charge Services and Wastewater Plant Lab Analysis. The contractor will oversee the operation of the Wastewater Treatment Plant (WWTP), ensuring compliance with New Jersey Department of Environmental Protection regulations.

The facility serves a medical center population of approximately 1,800 individuals and has a variable design capacity of 200,000 to 1,000,000 gallons per day. Recent upgrades to the plant include a new UV System and a Copper Removal System.

Work Details
The contractor will provide a full-time S3/C1 Licensed Operator in Charge (LOIC) to oversee wastewater operations, including:
- Ensuring compliance with NJDEP regulations and timely submission of required reports.
- Attending meetings with State or Federal Environmental Compliance officials.
- Performing duties as LOIC on-site for 7 hours per day, 35 hours per week.
- Completing NJDEP Monthly Discharge Monitoring Reports (DMRs) and Residual Transfer Reports (RTRs).
- Conducting certified tests and maintaining operational logs.
- Overseeing lab sampling and testing by a Certified Laboratory.
- Managing sludge testing, hauling, and disposal.
- Responding to alarms and emergencies as required by NJDEP.
- Providing all necessary labor, materials, supplies, equipment, and transportation for services outlined in the contract.

Additionally, the contractor will perform lab analysis services including on-site collection of wastewater samples, ensuring compliance with NJDEP rules regarding lab analysis, and submitting detailed reports within specified turnaround times.

Period of Performance
The estimated period of performance is from the date of award until March 31, 2027, with four optional years.
