Vessel and ROV operations will be conducted within an approximately 20 km x 20 km area on the Blake Plateau. The contractor will collaborate and work closely with government scientists to coordinate the planning operation of the survey, collecting and processing samples and data. Targeted in-situ collection is needed of geological and biological data at locations in both the disturbed areas and control areas. It is expected that 11-days on site with a remote underwater vehicle (ROV) will be required to complete this work.

Background
The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), is issuing a combined synopsis/solicitation for the project titled 'Vessel and Remotely Operated Vehicles (ROV) services to Support an Investigation of the Blake Plateau.'

The goal of this contract is to conduct vessel and ROV operations within an approximately 20 km x 20 km area on the Blake Plateau, collaborating closely with government scientists to plan and execute a survey that collects geological and biological data.

Work Details
The contractor will perform all tasks outlined in the Statement of Work, which includes: conducting vessel and ROV operations for approximately 11 days on-site; coordinating with government scientists for planning; collecting and processing geological and biological samples from both disturbed areas and control areas.

The services are aimed at supporting an investigation into the Blake Plateau's ecological conditions. The contractor is expected to provide a Vessel and Remotely Operated Vehicle (ROV) for these operations.

Period of Performance
The estimated period of performance for this contract is from December 8, 2025, to December 8, 2026.

Place of Performance
The contract will be performed within an approximately 20 km x 20 km area on the Blake Plateau.
