Description

Portable High-throughput Integrated Laboratory Identification System (PHILIS) contract recompete / Services The purpose of this synopsis is to notify potential offerors of the U.S. Environmental Protection Agency (EPA), Office of Acquisition Management's (OAM's) intent to issue a competitive solicitation for the PHILIS re-compete. The United States Environmental Protection Agency s (EPA) Office of Land and Emergency Management (OLEM), Office of Emergency management (OEM) requires a contractor capable of maintaining and operating diversely located Portable High-Throughput Integrated Laboratory Identification Systems (PHILIS). The PHILIS laboratory systems are designed to detect Chemical Warfare Agents (CWAs), Biological Agents (BIOs), and Toxic Industrial Chemicals (TICs). The PHILIS Program provides on-site mobile and fixed laboratory capabilities to support EPA s Environmental Response Laboratory Network (ERLN) to respond to chemical warfare and biological agent attacks, as well as any supplementary locations that are deemed fundamental to accomplishing EPA s mission. In addition, PHILIS may participate in EPA exercises, interagency exercises, trans-boundary activities in foreign countries; and may be deployed to Superfund sites to perform environmental analysis at the request of EPA Regional Offices. PHILIS shall be utilized at their base of operations or at sites identified by EPA to analyze routine and non-routine analytical samples. PHILIS may also support EPA s training efforts for the Laboratory Response Corps, and perform method validation and development. The Laboratory Response Corps personnel trained in PHILIS may supplement PHILIS personnel requirements at time of need. It is the Government's intent to award One (1) Fixed-Rate, Indefinite Delivery Indefinite Quantity (IDIQ) contracts from this solicitation. Time-and-Material or Fixed-Priced Task Orders will be utilized. The anticipated ordering period includes a one year (12 month) Base Period, and two (24 month) Option Periods with a maximum potential ordering period totaling sixty (60) months. The NAICS code for this acquisition is 541380, Testing Laboratories, with a size standard of $15,000,000 in gross annual receipts or income as defined in 13 CFR 121.104. This is not a request for submission of proposals. The solicitation for this procurement is anticipated to be released on or about August 31, 2018 with an award anticipated on or about November 1, 2018. The closing response date will be 30 calendar days after issuance of the solicitation. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. The contract award will be made using a best value approach, with technical capability being of greater importance than cost or price. This announcement serves as the Advance Notice for this requirement. Responses to this synopsis are not required. The synopsis, amendments, and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Federal Business Opportunities website, at: https://www.fbo.gov/.
