Description

Assist with forecasting carry-over water storage in Upper Klamath Lake and stream inflow into the watershed system, including modeling hydrological changes to the Klamath River following the removal of four hydroelectric dams.
Background
The Bureau of Reclamation, part of the U.S. Department of the Interior, is responsible for managing water resources in the western United States. The agency's mission includes providing water for irrigation and related purposes to approximately 230,000 acres of farmland in southern Oregon and northern California.

This contract aims to assist with hydrological modeling to forecast carry-over water storage in Upper Klamath Lake and stream inflow into the watershed system, particularly following the removal of four hydroelectric dams.

Work Details
The contractor will provide hydrologic modeling support as outlined in the Performance Work Statement (PWS). Key tasks include:
1. Develop models and analytical tools to calculate and archive flows for routine operations, including irrigation demand and deliveries, operations index, flexible flow account, NWR deliveries, irrigation district operations, Upper Klamath Lake inflows, and Klamath River flows at Link River Dam and Keno Dam.
2. Development of new procedures and tools for hydrologic analyses to assist compliance with Biological Opinion (BiOp) requirements.
3. Compliance assessment regarding National Environmental Policy Act (NEPA) requirements and Endangered Species Act (ESA) compliance for listed species.
4. Coordination with federal, state, local, private, and tribal stakeholders on tasks related to daily operation of Upper Klamath Lake and Klamath River.

Period of Performance
The contract will be performed over a five-year period from September 21, 2025, to September 20, 2030.

Place of Performance
The work will primarily take place in Klamath Falls, Oregon.
