Notice of Intent
This is a notice of intent to solicit from a single source.
The U.S. Geological Survey (USGS), intends to award a purchase order to Brigham Young University for chemical analyses of soil and plant samples.
Award will be made in accordance with Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Part 12 entitled, Acquisition of Commercial Products and Commercial Services. Brigham Young University is, to the USGS' knowledge, the only source who can provide the required services and ensure data comparability and consistency.
The purpose of this notice is to satisfy the requirements of RFO FAR Subpart 5.101(a). This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The NAICS code for this action is 541380, Testing Laboratory.
Responses or inquiries shall only be accepted through electronic mail addressed to yangzhi_deng@ios.doi.gov and must be uploaded and received in their entirety no later than July 13, 2026 at 1500 PST.

The attached sole source justification has been redacted in accordance with RFO FAR 6.301.
Background
The U.S. Geological Survey (USGS) is part of the Department of the Interior and is focused on scientific research related to natural resources and hazards. This contract aims to procure chemical analyses of soil and plant samples from Brigham Young University (BYU), which has been the sole provider for these services since 1993.

The goal is to maintain data comparability and consistency for ongoing biological soil crust and climate change research at the Canyonlands Research Station.

Work Details
The contract involves chemical analysis and testing of soil and plant samples, which is critical for ongoing research at the Canyonlands Research Station. The USGS has determined that failure to procure these analyses would hinder current research efforts.

The BYU Soil & Plant Analysis Laboratory is uniquely qualified due to its long-standing relationship with USGS, ensuring consistent methodologies and quality control measures that are essential for reliable data comparison over time.

Period of Performance
The specific period of performance is not detailed in the solicitation; however, it implies ongoing support for current research activities.

Place of Performance
Canyonlands Research Station, Provo, Utah.

Bidder Requirements
Brigham Young University must possess specialized capabilities in soil and plant analysis that meet the rigorous quality control standards required by USGS. No other vendors have been identified that can provide comparable services based on extensive market research conducted by USGS.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, with Brigham Young University identified under prior USGS award 140G0320D0010 (LAB ANALYSES IDIQ, $42,715; 09/26/20–09/25/25) and a related contract/task order period that includes “SOIL AND PLANT ANALYSES” (task order #5, $8,429; 11/26/24–09/25/25). The current requirement for chemical analyses of soil and plant samples at the Canyonlands Research Station aligns closely with the prior soil and plant analysis work, suggesting continuity in the same type of laboratory testing and data comparability needs.
