Chemical Analyses of soil and plant samples
SOURCES SOUGHT
The US Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing chemical analyses of soil and plant samples as described in the attached Statement of Work.
This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice.
The North American Industry Classification System (NAICS) code: 541380, Testing Laboratory, and associated size standard $16.5 million apply to this announcement, along with Product Service Code: B504, Special Studies/Analyses - Biological/Chemical.
All responsible sources may submit a capability statement detailing the ability to meet the statement of work included with this announcement.
Responses to this announcement shall only be accepted through electronic mail addressed to yangzhi_deng@ios.doi.gov and must be uploaded and received in their entirety no later than 07/01/2026 at 1200 PST. Proposals submitted by hardcopy or any web portal shall not be accepted or considered.
Background
The U.S. Geological Survey (USGS) is conducting market research to identify qualified businesses capable of providing chemical analyses of soil and plant samples. This analysis is crucial for ongoing research at the Southwest Biological Science Center, Canyonlands Research Station, which supports land management agencies and decision-makers in preserving and maintaining public lands.

Work Details
The contractor will perform chemical analyses on approximately 5,100 soil and plant samples sent from the USGS. The work includes:

1. Soil Analysis: Tests for Nitrate, Phosphorous, Potassium, Organic Matter, various metals (Zn, Fe, Mn, Cu), pH & salinity, Cation Exchange Capacity (CEC), Texture, Total Nitrogen, Exchangeable ions, Total Carbon, Particle size analysis, Calcium carbonate content, Mineralizable Nitrogen, and moisture saturation.

2. Plant Analysis: Tests for nutrient levels including Nitrogen (N), Phosphorous (P), Potassium (K), Calcium (Ca), Magnesium (Mg), Sulfur (S), Sodium (Na), various metals (Zn, Fe, Mn, Cu, B), as well as Root CEC and Total Carbon.

Samples will be prepared by USGS technicians and shipped to the lab via FedEx. Results must be reported back within three months of receipt of samples but are often returned sooner. Each report must correlate specific sample values with lab work orders and IDs.

Period of Performance
The contract will be performed year-round as samples are sent from USGS.

Place of Performance
The analyses will be conducted at a contracted laboratory facility that meets USGS quality assurance measures.

Bidder Requirements
The lab director must possess an advanced degree in soil chemistry and plant nutrition with experience in analyzing desert soils.
