Naval Facilities Engineering Command, Southwest is announcing its intent to issue a request for proposals (RFP) for Cultural Resources Services at various locations within Naval Facilities Engineering Command, Southwest TMs (NAVFAC SW) area of responsibility. This procurement is a 100% Small Business (SB) set-aside with the intent to award no more than five (5) firm-fixed price multiple award contracts under the North American Industrial Classification System (NAICS) Code 541720 - Historic and Cultural Preservation Research and Development, and Archeological Research and Development Services. The Small Business Size Standard for this NAICS Code is $19 Million. The services to be acquired will be for offeror(s) to perform Cultural Resources Services at various locations within Naval Facilities Engineering Command, Southwest TMs (NAVFAC SW) area of responsibility. Work may be located in Arizona, California, Colorado, New Mexico, Nevada, Utah, and other locations nationwide as deemed necessary to meet workload requirements. However, most of the work is expected to be performed in California. The Offeror(s) shall furnish all labor, management, supervision, tools, materials, travel, lodging/subsistence, equipment, and transportation to provide cultural resources related studies, investigation, preparation of historic and archaeological documents, and implementation of plans in accordance with Sections 106 and 110 of the National Historic Preservation Act of 1966, as amended. Formal source selection procedures will be followed as prescribed by Federal Acquisition Regulation (FAR) Part 15 and DFAR Supplement as applicable. Proposals will be evaluated based the lowest price technically acceptable proposal. Evaluation will be based on the following factors: 1 Corporate Experience; 2 Key Personnel Qualifications; 3 Program Management Approach; 4 Safety; 5- Past Performance; and 6 Price. The Government TMs intent is to award Multiple Award, fixed-price Indefinite Delivery/Indefinite Quantity type Contracts for a base period of one year with four, one year, option periods, and a minimum guarantee of $5,000.00. The minimum guarantee applies to the five-year term of the contracts. The aggregate value of task orders issued under the contracts will not exceed $50,000,000. Fair opportunity will be provided for all resulting task orders in accordance with FAR 16.505(b). There will be no paper copies of this solicitation issued. Amendments will be posted on the websites for viewing or downloading.
