Background
The U.S. Army Corps of Engineers (USACE) is issuing this solicitation for the renovation and expansion of Building 7274 at Ellsworth Air Force Base (AFB), South Dakota.

The project aims to transition the facility from a B-1 Squadron Operations/Aircraft Maintenance Unit to a B-21 Squadron Operations/Aircraft Maintenance Unit. The goal is to create a complete and usable facility that meets the operational needs of the B-21 Squadron while adhering to DoD standards and requirements.

Work Details
The scope of work includes:

- Renovating existing Building 7274 and constructing an addition;
- Reinforced concrete foundations and concrete floor slab;
- Structural steel frame with split-faced concrete masonry unit facade;
- Standing seam metal roof matching current facilities;
- Installation of communication and fire protection systems;
- Heating, ventilation, and air conditioning systems;
- Removal and replacement of existing roads and parking lots;
- Provision of all necessary utilities, site improvements, pavements, detection/protection features, security enhancements, and other supporting work.

The project may also include bid options for furniture, furnishings, equipment (FF&E), intrusion detection systems (IDS), access control systems (ACS), temporary Government field office facilities, and closed-circuit television (CCTV) systems. Facilities must comply with DoD Unified Facilities Criteria (UFC) for general building requirements and sustainable construction materials where cost-effective. Special requirements include demolition of existing facilities, integration with active airfield operations, compliance with antiterrorism/force protection requirements, and adherence to secure area standards as per Intelligence Community Directive/Intelligence Community Standard 705.
