Description

The purpose of this synopsis is to notify industry of the Air Forces' intent to award a Sole Source contract directed towards the Boeing Company with a Cage Code of 1N929 pursuant to 10 USC 2304(c )(1) and 10 USC2304(d)(1)(i)(ii), as implemented by FAR 6.302-1(a)(2)(ii). The Boeing Co. is the only source with the technical knowledge of the systems and the software necessary to provide the continued production and support for the kits. The Boeing Co. has had a sole-source prime integrator role as the original equipment manufacturer (OEM). The Boeing Co. is the only responsible source that can satisfy the agency requirement and provide these unique skills to meet the B-1 system program office's requirement.

The effort is in support of the B-1 Weapons System. The B-1 IBS production effort integrates three B-1 modernization programs: (1) Central Integrated Test System (CITS) Upgrade; (2) Fully Integrated Data Link (FIDL); and (3) Vertical Situational Display Upgrade (VSDU). This upcoming effort will entail a non-commercial solution for integration, delivery, material support and onsite warehousing of over 1900 components needed for concurrent organic installation and integration of CISTS, FIDL, and VSDU modifications. The contractor shall also be required to accomplish modifications, delivery and provide program support. Furthermore the contractor shall be required to accomplish install on Government Furnished Equipment (GFE) as well as design and deliver support equipment to support repair of the major installed LRUs/SRUs.

CONTRACT TYPE, PERIOD OF PERFORMANCE AND SMALL BUSINESS SUBCONTRACTING

The current acquisition strategy is to issue a Firm Fixed Price contract with a basic year and two options under FAR 15. The contemplated period of performance is June 2015 thru June 2018. The anticipated CLIN schedule for the basic and option years will account for IBS Install kits, IBS Initial Spares, Modified Commodity Kits, Support Equipment, and multiple CLINS for supportability of the IBS program. The delivery schedule is anticipated to occur in multiple deliveries throughout the delivery period of November 2016 to May 2019.

The government has determined that this effort will not be small business set-aside. The contractor will be required to meet all small business participation requirements included in the contract, and fulfill all the requirements of the subcontracting plan included in the contract.
