Description

AZ-FWS HAVASU NWR-ASBESTOS REMOVAL (BRICKS AND DEBRIS)
Background
The U.S. Fish and Wildlife Service (USFWS) is issuing this solicitation for a service contract to control or remove asbestos bricks and debris located adjacent to the Interstate 40 bridge on USFWS lands at the Havasu National Wildlife Refuge.

The goal of this contract is to ensure the safe removal of hazardous materials to prevent airborne exposure to both humans and wildlife, particularly as the site is frequented by employees of Pacific Gas & Electric (PG&E) and visitors to a nearby historic sign.

Work Details
The contractor will be responsible for the following tasks:
1. Remove all visible asbestos bricks along the highway and down the slope to a lower road under the I-40 bridge.
2. Identify and remove fragments of asbestos during the removal process.
3. The work area is approximately 400 feet by 100 feet but may expand to include fragments not easily seen in a raw search.
4. Safely transport all removed material to a designated location that accepts hazardous materials.
5. Disturbance of existing rip rap and sediment may be necessary only to remove bricks or fragments that have settled into the sediment.
6. Use river water or other sources as needed for exposing bricks and fragments, while ensuring that exposed soils stabilized by bricks do not require new rip rap coverage.
7. Access will be available from both the top and bottom of the slope for large vehicles, with parking on pavement at the top section requiring traffic controls for safety due to light traffic primarily associated with PG&E shift changes.

The contract period of performance is from August 6, 2025, to September 30, 2025.

The work will be performed at Havasu National Wildlife Refuge located in Mojave Valley, AZ.
