Axon Fleet Vehicle Cameras and Digital Evidence Management System

Background
The contract is issued by the Johnson Space Center's Protective Service Division (PSD) as part of their requirement under Executive Order 14074. The goal is to acquire 12 Fleet Vehicle in-car cameras for documenting traffic stops and other enforcement activities, along with a digital evidence management software (DEMS) to securely store the recorded video.

Work Details
The contractor will provide 12 Fleet Vehicle Cameras and associated support equipment, which must meet the following specifications:

- Dual-View Camera with up to 1080p resolution and a 160° field-of-view;
- Interior Camera with similar resolution and low-light capabilities;
- a Hub with 240GB storage, multiple ports, and connectivity features;
- ALPR coverage for three traffic lanes;
- video recall of 24 hours per camera;
- security measures including firmware updates and encryption;
- a Fleet Dashboard App compatible with Windows;
- operational temperature ranges for all devices;
- ingress ratings for environmental protection;
- cloud-based DEMS licenses for users and administrators that comply with FedRAMP standards;
- data protection measures including geographical redundancy and FIPS-compliant cryptographic methods;
- evidence management software that prevents data alteration;
- maintaining a chain of custody log for all data files;
- user-friendly web interface for data access and management;
- integration capabilities with third-party tools;
- training for camera operation and software utilization;
- installation of equipment; and
- a sustainment plan with a Point of Contact for support.

Period of Performance
Base Year from December 15, 2024 to December 14, 2025, followed by four option years extending through December 14, 2029.
