Background
The Army Contracting Command - Detroit Arsenal (ACC-DTA) has issued Amendment 0004 to Solicitation W56HZV-20-R-L806 for the Army Watercraft Sustainment Maintenance (AWSM) contract requirements in Zone 2: Outside the Continental United States (OCONUS). The purpose of this service contracting effort is to provide modifications, modernizations, and on-condition cyclic maintenance (OCCM) for the U.S. Army fleet of vessels.

Work Details
The AWSM program consists of three zones: Zone 1: CONUS Requirements, Zone 2: OCONUS Requirements, and Zone 3: Global Pier-Side Requirements. The solicitation requires modifications, modernizations, and On-Condition Cyclic Maintenance (OCCM) efforts for the existing fleet of vessels. The contract includes tasks such as mechanical systems maintenance, repairs, modernization, and modifications to various vessel systems including mechanical, electrical, air conditioning, hydraulic, fuel, and piping systems. The services specified in individual task orders may include a single task or multiple tasks related to installation of machinery, painting/coating, fabrication of test asset hardware for trial installation and testing, structural analysis on parts/components/assemblies, support of government and third-party tests, field review of modification and failed parts/systems, technology surveys, annual and cyclic certifications, towing the vessel, welding, replacing obsolete equipment/systems, and maintaining vessel configuration.

Period of Performance
The ordering period for the MA IDIQ contracts shall be from the Date of Contract Award through five years after the Date of Contract Award. Task orders may be awarded up to the last day of the AWSM OCONUS MA IDIQ ordering period with up to a four-month performance period. Task order option periods may be exercised after the AWSM OCONUS MA IDIQ ordering period expires as long as the total period of performance does not extend beyond one year after the AWSM OCONUS contract suite ordering period expires.

Place of Performance
The services under the OCONUS contract shall be accomplished at locations identified in the task order.
