Description

The award was conducted in accordance with 41 U.S.C. 1901 as implemented by FAR 13.501 as follows:

The KSC Launch Service Program had a requirement for payload processing service from a facility located on VSFB in California for the SWOT Mission. There are only three known PPFs located on VSFB that have the capabilities to process payloads, Space Exploration Technology Corporation (SpaceX), L3 Harris Technologies, and ASO. SpaceX is the launch provider for the SWOT mission. Under their launch service contract, they are providing 30 days of payload processing support; however, the total payload processing support requires 60 days. SpaceX does not have any additional availability. The L3Harris facility is not available as there is a scheduled mission during the required dates for the SWOT mission. Therefore, out of the three, ASO was the only one that responded with availability in its facility to support the anticipated launch date in November 2022.

A notice to the Government Point of Entry (GPE) website (sam.gov) was published on September 28, 2021 (80KSC02CA001_solesource) in accordance with FAR Subpart 5.2. This posting informed potential sources of NASA's intent to award a sole source contract to ASO and it gave companies an opportunity to respond with their abilities to provide the required services. No company responded to the synopsis.
