Award Notification - Momentum Software Upgrade

The Library requires the following supplies or services: A contractor shall perform a software upgrade for Legislative Branch Financial Management (LBFMS) to version 8.1 from version 7.8. The upgrade shall include implementing software enhancements and new functionality for the LBFMS agencies. Many optional tasks exist because of the length of the project, expected to complete in FY26, and the nature of FSD's funding for this project. Most optional tasks are expected to be exercised as funding becomes available.
The required project phases include:
Review and Update Momentum Software Upgrade Requirements
Provide Upgrade Planning, which includes an impact analysis and developing a project plan
The optional project phases include:
Configuring the initial test environment
Creating an application design
Standing up additional test environments
Performing system configuration and development of the upgraded application, which includes interface updates
Replacing reports and interfaces with SQR code, which will no longer be supported in the application
Perform three phases of system testing, Mock 1, Mock 2, and Mock 3
Support User acceptance testing
Perform System implementation and cutover
Provide Post-Implementation Support
Implement New Major Functionality
o Implement Credit Card Hybrid Reconciliation Model
o Implement Auto-Assign Workload based on Warrant Level & Current Workload
o Implement Security Organization as a Workload Criteria
o Implement Support for Multi-Award Contracts
o Implement Support for Momentum Version 8.0 / 8.1 baseline G-Invoicing interface enhancements
o New Functionality Hosting Environment Setup Complete
o Implement Momentum embedded Analytics Hosting
o Implement Momentum Embedded Analytics Setup & Configuration
Automated DevSecOps process using a DevSecOps tool
