This effort was solicited under Broad Agency Announcement N00421-19-S-0002, in accordance with FAR 35.016, and thefore the award is considered competitive under a full and open competition environment, FAR 6.102(d)(2). In accordance with FAR 35.006, DFARS 235.006, and DFARS PGI 216-104-70, the R&D nature of the work causes difficulties in estimating costs with accuracy and thus precludes using a fixed-price contract type. Upon review of the statement of work it was determined that it was not possible to provide reasonably definite functional or detailed specifications, nor was it possible to estimate the required level of effort with any reasonable degree of certainty; thus this award is a cost-reimbursement contract.
