Background
The Department of Veterans Affairs, Network Contracting Office 4, is issuing this solicitation to establish a Boiler and Chiller Chemical Water Treatment Service Contract for multiple sites. This contract aims to provide chemical treatment services necessary for the optimal performance of chilled water systems, boilers, and associated steam distribution systems at three VA Medical Centers: Coatesville, Lebanon, and Wilkes-Barre. The goal is to ensure effective preventative maintenance and control of scale, corrosion, and microbiological growth in all water systems.

Work Details
The contractor shall provide all labor, materials, equipment, supervision, and quality assurance necessary to perform services related to chemical water treatment for boilers and chillers. Specific tasks include:
- Providing all chemical products and technical expertise for the chilled water system and boilers.
- Conducting preventative maintenance with both scheduled and unscheduled visits as needed.
- Controlling scale, corrosion, and microbiological growth in all water systems.
- Delivering technical advisory services for proper chemical treatment of boiler plant water and steam.
- Performing work at the following locations:
- Coatesville VA Medical Center (1400 Blackhorse Hill Rd)
- Lebanon VA Medical Center (1700 South Lincoln Ave)
- Wilkes Barre VA Medical Center (1111 East End Boulevard).

All work shall be performed during normal working hours of the boiler plant supervisor from Monday through Friday, excluding national holidays.

Period of Performance
The anticipated period of performance for this contract is from April 15, 2025 to April 14, 2030.

Coatesville VAMC: Coatesville, PA 19320; Lebanon VAMC: Lebanon, PA 17042; Wilkes-Barre VAMC: Wilkes-Barre, PA 18711.
