Award Eligibility Determination (AED) Presolicitation Notice / Synopsis   6

Background
The U.S. Department of Education (ED), Office of Federal Student Aid (FSA) seeks Contractor support to develop the Award Eligibility Determination (AED) system—a modern, flexible, and efficient system to calculate aid eligibility for FSA’s customers (students and parents), as well as assist partners at postsecondary institutions with these calculations. In addition to improving the overall customer experience, the new environment seeks to improve operational flexibility, enhance cost and operational efficiency, and generate better outcomes for customers and taxpayers. AED will replace the existing Central Processing System (CPS) and begin processing Free Application for Federal Student Aid (FAFSA®) for the 2024-2025 cycle.

Work Details
The contract includes various tasks to be completed after specific timeframes from the contract award date. These tasks include developing a Configuration/Change Management Plan, Testing Approach, Records Management Plan, Training Approach, Property Management Plan, Data Migration Plan, Transition-Out Plan, Operational Project Management Documents, Action Item and Issue Log, Project Schedule, Risk Register, Baseline Change Control Report (Change Log), Baseline Change Request (BCR), Technology Business Management (TBM) Data Report, Labor Category Worksheet, Contractor Solution Development Processes, Operation and Maintenance Documentation including Operations and Management Reports and Operations and Maintenance Plan, Requirement Documentation including Requirements Plan and Detailed Requirements Document, Post-Implementation Review (PIR) and Lesson Learned Report, Security Documentation including System Boundary Template (System Authorization Boundary), System Security Plan, Data Segregation Monitoring Report, Security Documentation Post-ATO including Property Management Plan FISMA Metrics Report Annual Self-Assessment Incident Response Test Plan and Test Report Contingency Test Plan and Test Report Standard Operation Procedures System Retirement Plan System Disposal Plan Security Reports CyberScope Report Clearance and Suitability Report Application Access Report Staffing Change Report Recertification of User Access and Authenticator Activation Contractor PIV and PIV-I Card Deliverable Disaster Recovery/Contingency Planning including Disaster Recovery Plan Information Technology (IT) Contingency Plan Information on the duration of the contract period is also provided.

Period of Performance
The AED procurement will have a base period of 20 months starting from February 22, 2022 to September 29, 2023. Additionally, there are 9 Option Periods for a total contract duration of ten years.
