Update (8/23/2021): Attachments zip file was deleted due to a file within the zip file containing CUI (Attachment 18_Enterprise Architecture Program - CPS). Offerors and vendors shall destroy all copies and shall not discuss the contents with anyone. Notice had to be activated from inactive state in order to initate this action. Update (7/6/2021): Draft solicitation has now been uploaded. Please submit any questions regarding this solicitation for Industry Day by 12:00PM EDT on Monday 7/12/2021. Similar questions will be consolidated, but to time constraints, not all questions will be answered.

The U.S. Department of Education (ED), Office of Federal Student Aid (FSA) seeks Contractor support to develop the Award Eligibility Determination (AED) system a modern, flexible, and efficient system to calculate aid eligibility for FSA's customers (students and parents), as well as assist partners at postsecondary institutions with these calculations. In addition to improving the overall customer experience, the new environment seeks to improve operational flexibility, enhance cost and operational efficiency, and generate better outcomes for customers and taxpayers.

AED will replace the existing Central Processing System (CPS) and begin processing Free Application for Federal Student Aid (FAFSA ) for the 2024-2025 cycle.

Prospective offerors are encouraged to seek out Small Businesses for subcontracting and/or teaming opportunities.
