Award Announcement of Task Order No. 47QPCA24F0002 for LexisNexis Identity Verification Solution

The U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS), Office of Acquisition (OA) provides public notice of task order award no. 47QPCA24F0002 issued against GSA MAS Contract No.GS-00F-178DA to LexisNexis Special Services, Inc., 1150 18TH ST NW, STE 250, Washington, DC 20036-3820. This award was made on the basis of a limited source justification in accordance with FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The GSA/FAS/TTS/OA and the Login.gov program are in the process of implementing a procurement to fully compete new requirements for the next generation of remote unsupervised identity proofing solutions on the GSA Multiple Award Schedules (MAS) that will result in the award of multiple Blanket Purchase Agreements (BPAs) and associated call orders. Due to unforeseen delays in the procurement process, that contract action will not be completed in time to transition services onto the new contract mechanism. In addition, new identity verification products purchased through the competitive BPA will require a GSA IT security Assessment and Authorizations (A&A), which can take 6-8 months or longer depending on the circumstances. The bridge contract action associated with this award is necessary to provide the Government sufficient time to solicit, evaluate, negotiate and award a new contract mechanism for Login.gov's next generation of remote unsupervised identity proofing solutions. A break in service with LexisNexis Special Services, Inc.'s identity verification solution will immediately impact Login.gov platform, making it impossible to identity proof users of the platform, which would make Login.gov unusable. Given the current circumstances, LexisNexis Special Services is the only capable source to provide the required identity proofing services for this bridge task order under GSA contract no. GS00F178DA.
