AWACS DRAGON - CLS/TSSC Services

Background
The AWACS DRAGON program is initiated by the agency to gather information on industry capabilities for Contractor Logistics Support (CLS) related to the Airbourne Warning and Control System (AWACS) Diminishing Manufacturing Sources Replacement of Avionics for Global Operations and Navigation (DRAGON) Flight Crew Training System (FCTS).

The goal is to identify qualified businesses that can perform CLS on various training systems including the Flight Training Device (FTD), Full Flight Simulators (FFS), and Training System Support Center (TSSC). The devices are located at Tinker AFB, which requires top secret security clearance for access. This solicitation is part of market research and does not constitute a formal Request for Proposal (RFP).

Work Details
The contractor will be responsible for providing all qualified personnel, equipment, tools, materials, supervision, and other necessary items to support the FCTS and TSSC.

Key tasks include: establishing procurement processes for materials; determining sparing levels to ensure 98% device availability; managing repairs and replenishment of spares; ensuring replacement materials are equal or superior to originals; providing training for government personnel on system operation; supporting TSSC operations with mission planning, feasibility studies, hardware/software maintenance, configuration management, technical data management, and maintenance action reporting.

Additionally, the contractor must implement rapid modifications to training systems based on operational priorities and address any government-directed changes.

Period of Performance
The anticipated period of performance is up to 18 months from July 29, 2025, to January 28, 2027.

Place of Performance
The contract will be performed at Tinker Air Force Base.
