AVS Modernization

The opportunity described in the RFQ is for the modernization of the Applicant Violator System (AVS) owned and operated by the Office of Surface Mining & Reclamation Enforcement (OSMRE). The purpose of the modernization is to design and implement a replacement AVS that is more user-friendly and intuitive. The contractor will be responsible for providing all personnel, equipment, supplies, and services necessary to complete the project. The period of performance for the base contract is from May 18, 2022, to May 17, 2023, with four one-year options available. The scope of work includes analyzing the current AVS system, developing a performance work statement (PWS) and quality assurance surveillance plan (QASP), designing and implementing the modernized AVS system, migrating existing data to the new system, providing documentation and training materials, and ongoing maintenance and support. The contractor will also be responsible for project management, including communications and stakeholder management, staffing management, risk management, and quality control.

The government has provided a detailed statement of objectives (SOO) outlining the requirements for the modernized AVS system. The contractor will need to demonstrate their technical approach, management approach, key personnel qualifications, past performance, and pricing in their response to the RFQ. The response is due by April 18, 2022.
