The U.S Office of Surface Mining Reclamation and Enforcement (OSMRE) has a requirement for a non-personal services contract to design and implement a replacement Applicant Violator System (AVS). The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers will be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction: The contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to design and implement a replacement AVS as defined in this Statement of Objectives (SOO) except for those items specified as government furnished property and services. The contractor will develop a Performance Work Statement (PWS) that outlines the performance standards that will be followed to accomplish the objectives in this SOO. A very important one time only virtual site visit is scheduled for March 24, 2022, from 10:00AM Eastern Time to 2:00PM Eastern Time. The virtual site visit will be recorded and transcribed by Microsoft Teams.
