Avon Park Delta Ramp Repairs

Background
The U.S. Army Corps of Engineers, Pittsburgh District is issuing this contract to procure construction services for the repair of the Delta Ramp at Avon Park Air Force Range, Florida. The repairs are necessary due to damage caused in 2023 by heavy equipment operations during FEMA’s Hurricane Ian recovery efforts.

The goal of this contract is to restore the flight line to its prior condition by addressing 18 distinct damaged areas.

Work Details
The scope of work includes three types of repairs:

- Task 1 involves applying a Gilsonite Modified Asphalt Emulsion Seal Coat (GSB-88 Seal Coat) to 4,875 square feet of pavement with surface gouges and abrasions.
- Task 2 consists of milling existing pavement to a depth of 2 inches and replacing it with a new asphalt patch for 12,938 square feet affected by POL spills and depressions.
- Task 3 includes coring and patching three distinct locations with small, isolated depressions.

Period of Performance
60 calendar days from the date of purchase order award.

Place of Performance
Avon Park Air Force Range, Florida.

Bidder Requirements
The proposed contractor must be WSP USA Solutions, Inc., as they are the only source capable of fulfilling the requirements due to their unique involvement in the incidents that caused the airfield damage. This includes shared liability for damages and the ability to resolve both physical repairs and associated liability claims efficiently.
