The Mission and Installation Contracting Command (MICC) Center, Fort Eustis, intends to issue a Request for Proposal (RFP) for Refueling and Defueling services at Fort Rucker, Alabama. The work consists of the Contractor providing all personnel, management, facilities, materials, parts, supplies, transportation, and equipment, except that which is provided as Government furnished, to perform all functions for aircraft refuel and defuel for the United States Army Aviation Center of Excellence (USAACE), Fort Rucker, Alabama, its tenant activities, and authorized transient aircraft. In addition, maintenance of bulk fuel storage facilities as well as dispensing and maintenance of dispensing equipment will be provided by the Contractor.
The North American Industry Classification System (NAICS) code for this acquisition is 488190, "Other Support Activities for Air Transportation" with a small business size standard of $32.5M. After analyzing submittals received in response to Sources Sought Notices posted on 16 July 2017 (W9124G17R0003) and proposals received under the aforementioned solicitation number, the prospective Request for Proposal (RFP) will be solicited as a 100% Small Business Set-Aside. This procurement is being re-solicited by the Government based on corrective action required under solicitation number W9124G17R0003.
The Government is anticipating awarding a single firm fixed price (FFP) contract. The Government reserves the right to award one or no contracts as a result of the solicitation depending on what is determined to be in the best interest of the Government. The period of performance is anticipated to have a twelve (12) month base period including phase-in and six (6) one (1) year option periods. FAR clause 52.217-8 "Option to Extend Services" will also be included. Options will be evaluated in accordance with FAR 17.206(a).

This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. No additional information regarding this procurement will be available prior to the release of the RFP. Solicitation number W9124G18R0007 will be issued on or about 01 August 2018. A notification will be issued on the Government Point of Entry website at http://www.fbo.gov.

Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting a proposal, the offeror is self-certifying that neither the submitter nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
