Background
The Critical Incident Support Group (CIRG) provides aviation resources to meet the mission and priorities of the Federal Bureau of Investigation (FBI) anytime, anywhere. CIRG requires full scope fixed and rotary wing aviation support, including aircraft maintenance and support personnel to provide field level maintenance and back shop support functions as required. The contractor personnel shall provide complete maintenance, backshop, special mission equipment, operational, training, and administrative support to meet the FBI mission requirements as outlined in the Performance Work Statement (PWS).

Work Details
The contractor shall establish an Operations Program addressing all aspects of Maintenance, Training, Flight, Mission, and Administrative support required by this contract. The contractor must ensure compliance with FAA regulations and FBI guidelines while providing full-service maintenance support for all FBI aircraft. Key tasks include:
- Achieving all contract objectives and meeting or exceeding performance standards.
- Establishing a Safety Management System compliant with 14 CFR Part 5.
- Performing scheduled and unscheduled aircraft maintenance at all FBI locations.
- Providing pilot training services including simulator instruction and ground instruction for various aircraft types.
- Managing an Administrative Support Plan that includes Inventory Management Support, Acquisition Support, IT Support, Accounting Support, Aviation Communication Center Support, and general office support.

Period of Performance
The contract will be performed over a period that includes initial setup followed by ongoing operations as specified in the PWS.

Place of Performance
The primary location for performance will be at the FBI Aviation HQ in Manassas Regional Airport, Manassas, VA.
