Description

The 377 MSG/PKA at Kirtland Air Force Base seeks sources to provide Bird Avoidance Model/Avian Hazard Advisory System Support services for activities in AFSEC/SEG.The contract is to enhance the current USAF Bird Hazard Warning system by leveraging technological advances and available data (e.g., integration of the BDR and formal wildlife survey data) to boost the long-range safety benefits of the BASH program.

Background
The 377 MSG/PKA at Kirtland Air Force Base is seeking sources to provide Bird Avoidance Model/Avian Hazard Advisory System Support services for activities in AFSEC/SEG. The goal of the contract is to enhance the current USAF Bird Hazard Warning system by leveraging technological advances and available data, such as the integration of Bird Detection Radar (BDR) and formal wildlife survey data, to improve the long-range safety benefits of the Bird Aircraft Strike Hazard (BASH) program.

Work Details
The contractor shall act as an integrating authority for the USAF BASH programs, providing support services for the operation of the BAM/AHAS system. This includes:
1) archiving BAM/AHAS data;
2) sustaining the BAM/AHAS website;
3) developing avian risk models for low-level routes, visual routes, and Military Operational Areas (MOAs)/ranges;
4) assisting in the development, implementation, operational deployment, assessment, sustainment, and enhancement of the USAF BAM/AHAS System;
5) sharing knowledge on technological and operational findings;
6) collaborating with BASH Representatives (CORs);
7) maintaining regular communication with USAF/DoD personnel; and
8) disseminating educational/training materials for BAM/AHAS operation. The contractor must designate a Contract Manager responsible for overseeing project administration and execution, ensuring quality control, performance monitoring, and coordination with AFSEC/SEFW CORs.
