The Office of the Deputy Assistant Secretary of the Army (Cost & Economics) (DASA-CE) requires technical support services in the concentrated areas of cost and economic analysis for major weapon systems, information systems, and defense business systems, as well as training to support the development of cost analysis. The analyses result in the development of cost databases, cost-estimating relationships (CERs), cost models based on traditional and non-traditional (i.e. machine learning) methods, and specialized research to support the estimation of life cycle costs or economic analyses. The training includes commodity specific cost analysis training, training on developed cost models or methods, as well as general cost analysis training to enhance DASA-CE cost analysis skills.

Background
The Office of the Deputy Assistant Secretary of the Army (Cost & Economics) (DASA-CE) requires technical support services in the concentrated areas of cost and economic analysis for major weapon systems, information systems, and defense business systems, as well as training to support the development of cost analysis. The analyses result in the development of cost databases, cost-estimating relationships (CERs), cost models based on traditional and non-traditional (i.e. machine learning) methods, and specialized research to support the estimation of life cycle costs or economic analyses.

The training includes commodity specific cost analysis training, training on developed cost models or methods, as well as general cost analysis training to enhance DASA-CE cost analysis skills. The DASA-CE mission is to provide the Army decision-makers with cost, performance and economic analysis in the form of expertise, models, data, estimates and analyses at all levels.

Work Details
The Contractor shall provide non-personal technical support services to DASA-CE in the concentrated areas of cost and economic analysis for major weapon systems, information systems, and defense business systems, as well as training to support the development of cost analysis. Specific tasks include data mapping and normalization, updating Automated Cost Databases (ACDBs), developing cost estimating relationships (CERs), conducting special cost analysis research, providing various methods of training, preparing a detailed Study Plan within 30 days of contract award, providing monthly status reports, supporting with cost and software data (CSDRs), executing Non-Disclosure Agreements (NDAs), and providing up to four trainings per year on general cost analysis topics.

Period of Performance
This contract will consist of a five (5) year ordering period.
