Description

This is a Sources Sought Notice (SSN) announcement only. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The United States Patent and Trademark Office (USPTO) is conducting market research to determine if there exists an adequate number of qualified interested contractors capable of providing solutions to meet the Automated Biosequence Search System (ABSS) requirement. The Government may use the response to this SSN for informational and planning purposes.

The USPTO is seeking companies that have the capability to deliver a commercial enterprise software product for ABSS as well as support services (but not limited to) for license maintenance, installation, applicable trainings, and premier operation and support to the end users, the Patent Examining Corps. The USPTO is also looking to migrate the ABSS solution from on-premise to Amazon Web Services (AWS) Cloud. The vendor is not expected to procure the cloud solution as USPTO will provide the cloud system.

The Government requests that interested parties respond to this notice in writing including details of your company's ability to deliver Automated Biosequence Search System (ABSS). Additionally, please provide the following information:

Background
The United States Patent and Trademark Office (USPTO) is conducting market research to identify qualified contractors capable of providing solutions for the Automated Biosequence Search System (ABSS).

The ABSS has been in use since 1997 to assist the Patent Examining Corps in examining claims related to biosequences. The goal of this contract is to procure a commercial enterprise software product for ABSS, along with support services including license maintenance, installation, training, and operational support. Additionally, the USPTO aims to migrate the ABSS solution from an on-premise setup to Amazon Web Services (AWS) Cloud.

Work Details
The contractor will be required to deliver the following products and services:
1. ABSS Software System including all aspects of software development and maintenance.
2. License(s) for various software components:
- GenWeb (ABSSWeb) software site license and maintenance services
- GenCore-6 software site license and maintenance services
- GenQueue software site license and maintenance services
- GenCore Grid Server software site license and maintenance services
- GenBase software Base Tier site license and maintenance services
- GenBase software User Interface site license and maintenance services
- EMBOSS support and maintenance services
3. Premier Operational Support: 24/7 with a three-hour response time from initial call.
4. Cloud Migration Support.
5. Capability requirements include:
- One-to-one nucleotide and protein sequence alignment searching against large databases.
- Use of sequence alignment algorithms such as Smith-Waterman, BLAST, Needleman-Wunsch, and Hidden Markov Model (HMM).
- Ability to search databases in common formats like Intelligenetics (IG), FASTA, and BLAST formats.
- Configurable search input/output parameters for various search types (n2n, n2p, p2n, p2p).
6. Deliverables include detailed reporting of search results distinguishing between original sequences and their complements.

Period of Performance
Base period: 05/01/2025-04/30/2026; Option period 1: 05/01/2026-04/30/2027; Option period 2: 05/01/2027-04/30/2028; Option period 3: 05/01/2028-04/30/2029; Option period 4: 05/01/2029-04/30/2030.

Place of Performance
The work will primarily be performed offsite with delivery provided remotely from the vendor's location to USPTO Headquarters located at 600 Dulany Street, Alexandria, Virginia 22314.
