This synopsis is a sources sought notice being used to conduct market research. This is a Request for Information (RFI) only regarding a tentative requirement. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. A Solicitation is not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the U.S. Government to contract for any supply or service whatsoever.

The U.S. Army Surface Deployment and Distribution Command (SDDC), 596th Transportation Brigade (596 Trans BDE) has an immediate requirement for the replacement of an existing railroad Auto Lift - Rail Lifter machine. Award of a Firm-Fixed-Price purchase order for one (1) Auto Lift Rail Lifter is anticipated.

Background

MOTSU is a Department of Defense (DoD) Ammunition terminal and considered a vital part of the continental United States power projection platform supporting war-fighting commanders around the world. MOTSU provides DoD common user surface deployment and distribution to meet Geographic Combatant Command requirements in support of national objectives and are relied upon to maintain a high OPTEMPO in support of ammunition resupply missions and Preposition Operations.

Objective

The Auto Lift Rail Lifter machinery is vital to maintaining hundreds of miles of railroad tracks on which locomotives move hundreds of ammunition box cars and flat cars daily.

Basic Services

The Auto Lift - Rail Lifter is a self-propelled piece of rail transport maintenance of way (MOW) equipment that automatically lifts one or both rail tracks to a specific height so that plates can be inserted between the rail and the rail tie. The Auto Lift Rail Lifter allows the equipment operator(s) to ensure tie plate insertion and positioning is completed safely and properly. The Auto Lift Rail Lifter supports high production levels while performing railway maintenance.

The life-cycle replacement of the requested Maintenance of Way (MOW) Auto Lift Rail Lifter is essential to the maintenance of over 100 miles of rail track owned by the Department of the Army. MOTSU continues to move forward with modernization of equipment based on condition and life-cycle replacement. A delay in award of the requested Auto Lift Rail Lifter could result in mission failure related to equipment readiness issues.

Background
