The First Article offered must be manufactured at the facilities where the item will be produced under the contract (or, if a component, at the facilities where that component will be produced for the contract); certification must accompany each First Article. Contractor must notify DCMA ACO 30 days prior to start of testing. Inspection/Acceptance Receiving Reports are required and must be submitted using Wide Area Workflow (WAWF). Inspection is performed at origin with acceptance at destination. Quality assurance uses Higher Level Contract Quality Requirements and contractor must comply with ISO 9001:2015. Export-controlled engineering data/drawings and the Engineering Data List (EDL) are available only via SAM.gov secure link for view by vendors authorized to view export controlled data; vendors must be “EXPORT CONTROLLED” certified to receive/view drawings. Engineering Instructions and EDL are provided to certified contractors via Joint Certification Program (JCP) at http://www.dlis.dla.mil/jcp/. Contractor can request controlled data from the Buyer by submitting an approved DD2345 or proof of current JCP certification. Evaluation/award is limited to sources that successfully complete all qualification requirements prior to award.
