Audit Services, Pre-Award, Interim, Forward Pricing and Closeout

Background
Princeton Plasma Physics Laboratory (PPPL), a U.S. Department of Energy Prime Contractor represented by the Trustees of Princeton University, is seeking proposals from qualified professional firms to provide audit services. The goal of this contract is to support the PPPL Procurement Division by performing a broad range of contract audit services, including Pre-Award, Forward Pricing, and Incurred Cost audits of flexibly priced subcontracts. This initiative is part of PPPL's mission to ensure compliance and effective management of its procurement processes.

Work Details
The subcontractor shall provide all contract audit services as outlined in the Statement of Work (SOW) and any additional detailed audit instructions provided at the time of order. Services must adhere to Generally Accepted Government Auditing Standards (GAGAS) and the International Professional Practices Framework (IPPF). Audits will be performed for both U.S.-based and foreign-based companies, with all reports translated into English. The work will be ordered on a per-audit basis, either as fixed-price or time-and-material agreements.

Responsibilities include:
1. Communicating with PPPL to determine audit conditions and scope.
2. Conducting kick-off and close-out meetings.
3. Certifying that staff assigned to audits meet qualifications and continuing education requirements.
4. Ensuring confidentiality and security of sensitive information.
5. Developing accurate work papers documenting all work performed, consistent with AICPA standards and GAGAS.

Place of Performance
The contract will be performed at various locations including both domestic and foreign sites where PPPL subcontractors are based.
