Background
The United States Postal Service Office of Inspector General (OIG) is an independent federal law enforcement agency that oversees the U.S. Postal Service (USPS) and the Postal Regulatory Commission (PRC). The OIG's Office of Audit (OA) performs independent audits to protect Postal Service assets, ensure efficient mail delivery, and maintain the integrity of the postal system. The OA conducts these audits in compliance with various standards to prepare, maintain, and protect audit documentation.

Work Details
The vendor must provide a commercial off-the-shelf audit documentation management system solution for 300 users that includes:

1. System maintenance with regular updates and user documentation.
2. An easy navigable dashboard for maintaining summary audit results as a final repository for audit files.
3. Collaboration capabilities for multiple auditors and management oversight without disrupting audits.
4. Customizable workflows, templates, and checklists reflecting OIG terminologies.
5. Workflow notifications for audit responses.
6. Help desk support for Tier 2 and Tier 3 services for system administration and troubleshooting.
7. Storage capacity to support a 7-year retention policy estimated at 1TB.
8. Custom reports aligned with OIG policies.

The solution must be FedRAMP certified and include specific functional requirements such as organizing documentation by project, allowing real-time collaboration, role-based access controls, logging user activity, generating draft reports, and managing audit program steps.

Period of Performance
The contract will be performed over a specified period which includes initial performance followed by potential option years.

The contract will be performed in various locations throughout the U.S.
