The Defense Media Activity (DMA) requires annual software license and maintenance support for Broadcast Electronics' AudioVAULT FLEX (AVFLEX) radio automation software. AFN uses the software to provide news, entertainment, and command information programming to US military, civilians, contractors, and their families stationed overseas. AVFLEX is employed at the AFN Broadcast Center (BC) in its Enterprise Radio Automation System (ERAS) and overseas at twenty-five AFN Radio Stations in their Standard Facility Equipment List (SFEL) 03 AFN Radio Studio Systems. The software is an essential part of AFN's radio systems used for the production, scheduling, playout, broadcast, and streaming of AFN radio programming to its audiences. This requirement provides annual license and maintenance support for this critical software.

Broadcast Electronics is the only source capable of providing the required AVFLEX software license and maintenance support. The agency's need cannot be satisfied with a commercial item/service from another vendor.

The Defense Media Activity (DMA) intends to award a single source purchase order to BEI Electronics, LLC, CAGE Code: 6HU86, address (4100 N 24TH ST, Quincy, Illinois 62305-7749, United States) to provide Avid equipment and systems which includes the ability to receive all software updates available, hardware exchange and a stateside telephone assistance center in support of Defense Media Activity.The regulatory authority which permits this single source procurement is Federal Acquisition Regulation Subpart (FAR) 13.106-l(b)(l) Soliciting from a single source. This authority is supported by an approved Justification and Approval. The Government anticipates a firm fixed price award. The North American Industry Classification System (NAICS) code 541519- Other Computer Related Services. The Product Service Code (PSC) code is DE01: IT and Telecom End User: Help Desk; Tier1-2, Workspace, Print, Productivity Tools (Labor). The anticipated award date is September 2025. This action is to acquire the broadcast distribution rights for television programming material which will enable AFN-BC to support the AFN mission to provide balanced representative selection of popular television information and entertainment programs of particular interest to both the primary AFN audience of Department of Defense (DoD) personnel stationed overseas and their family members. This will replace the previous delivery order HQ0516-24-F-0108. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 4:00 PM Eastern Standard Time (EST) on 1 September 2025 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered.
