**10 SEPTEMBER 2020 UPDATE**

N00421-20-R-0161 Amendment 02 will be forth coming in the near future, prior to the proposal submission date of 14 September 2020. The Proposal submission date will be extended in Amendment 02. The Government requests that all potential Offerors not submit their proposals until after Amendment 02 has been posted. Additionally, Amendment 02 will include a secondary round of Questions and Answers based on questions received after the 08/10/2020 question submission date dictated in the initial N00421-20-R-0161 BETA.SAM Posting.

The Government is currently processing an Amendment to this solicitation and plans to extend the proposal due date as a part of the Amendment's release. The Government will also be posting the answers to the questions submitted by industry that met the 10 day time period for question response. The Government will update this solicitation posting with Amendment 01 and any updated attachments as soon as the Amendment is released. This is a Request for Proposal (RFP) for the Audio Visual (AV) Multiple Award Contract (MAC) Solicitation, N00421-20-R-0161 in support of the Integrated Command, Control Intelligence (IC2&I) Division of Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF). The Government's intent is to award a hybrid performance-based and non-performance based Indefinite Delivery Indefinite Quantity (IDIQ) MAC with a five-year ordering period. Subsequent Cost Plus Fixed Fee (CPFF) term Level of Effort (LOE), CPFF completion, and Firm Fixed Price (FFP) Type Orders may be awarded to MAC Awardees as a result of this Solicitation's award. The estimated award date is 29 December 2020. This requirement was previously posted under solicitation number N00421-16-R-0052.

Description of Requirement: The NAWCAD Procurement Group at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to provide technical support to IC2&I. IC2&I integrates and delivers products for Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) Systems. As the organic Lead Systems Integrator (oLSI), IC2&I provides non-repetitive, rapid response solutions for U.S. Military, National Agencies, and other Government Program Offices needs for critical Audio Visual (AV) products comprising of Briefing Display Systems (BDS), Operation Centers, Decision Support Systems (DSS), Video Walls and other control systems. The Offerors shall provide engineering and integration services to the IC2&I Division to perform tasks in support of assigned AV MAC projects including: requirements definition; solution definition; integration, installation verification, and validation; and operation and sustainment.

The Government will not accept or respond to telephone calls or requests for meetings with potential Offerors regarding this requirement. All questions regarding this procurement must be submitted via e-mail to av_mac.fct@navy.mil. The Government requests that all questions be received within 10 calendar days of the date the solicitation is issued. Questions received after 10 calendar days may not be answered prior to the proposal due date. All responses must include the following information: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.

This will be a Small Business Set-Aside Requirement. The North American Industry Classification System (NAICS) code is 334310 with a small business size standard of 750 Employees. The Product Service Code (PSC) for this requirement is D318 IT Telecommunications Integrated Hardware/Software/Services Solutions. This is a new requirement. Any resultant amendments to the solicitation will be released on the Beta SAM website at https://www.beta.sam.gov.
