You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC)'s Atmosphere Support (ATMOS) solicitation. The principal purpose of this requirement is research support that conducts a comprehensive atmospheric science research and technology development program directed towards observing, monitoring, characterizing, modeling, understanding, and advancing knowledge of the Earth's atmosphere. The research program is aimed at understanding the structure, dynamics, and radiative properties of clouds, aerosols, and precipitation; understanding atmospheric chemistry, especially the role of natural and anthropogenic trace species on the ozone balance in the stratosphere and troposphere; understanding the influence of solar variability on the Earth's climate; and advancing our understanding of the physical properties of the Earth's atmosphere including its interaction with the Earth's surface.

NASA will conduct this acquisition as a small business set-aside competition. This competitive acquisition will result in a Cost-Plus-Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) requirement with the ability to issue CPFF task orders. The contract will have an effective ordering period of 5 years from the contract effective date.

The anticipated contract award date is April 30, 2025, with a June 1, 2025 contract effective date. The contract will be performed onsite at NASA GSFC. Alternate places of performance may be specified in individual task orders issued.

Background
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is issuing a solicitation for the Atmosphere Support (ATMOS) program. The primary objective of this contract is to provide research support for a comprehensive atmospheric science research and technology development program. This program focuses on observing, monitoring, characterizing, modeling, understanding, and advancing knowledge of the Earth’s atmosphere. Key areas of study include the structure and dynamics of clouds, aerosols, and precipitation; atmospheric chemistry; solar variability's influence on climate; and the physical properties of the atmosphere in relation to the Earth's surface.

Work Details
The contractor will be responsible for providing personnel, materials, and facilities necessary to perform various tasks outlined in the Statement of Work (SOW). Key tasks include:
1. Monthly Progress Reports: The contractor must submit monthly reports detailing work accomplished under each active task order, including technical accomplishments, status of deliverables, risks or problems encountered, and projected activities for the next reporting period.

2. Final Task Order Reports: Upon completion of each task order, a final report summarizing results, recommendations, and conclusions must be submitted.

3. Development of remote sensing methods and science algorithms related to aerosols and cloud properties.

4. Support for instrument systems development for atmospheric remote sensing.

5. Participation in field campaigns for validation of satellite missions.

6. Risk management strategies addressing technical, schedule, cost, security, export control, and environmental risks.

Period of Performance
The contract will have an effective ordering period of 5 years from the contract effective date.

Place of Performance
The contract will primarily be performed onsite at NASA GSFC with potential alternate locations specified in individual task orders.
