You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center's (GSFC) solicitation. The principle purpose of this Phase A Radiometer Instrument study is to provide insight into potential instrument concepts that will support AOS-Sky mission implementation, with particular attention to performance capability, developmental maturity, and developmental risk. The Statement of Work, Attachment A, describes the scope of the requirement.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,000 employees.

It is anticipated that the subject acquisition will be a full and open competition resulting in a Firm Fixed Price (FFP) definitive contract.

Background
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is soliciting proposals for a Phase A Radiometer Instrument study to support the Atmosphere Observing System- Sky (AOS-Sky) mission implementation. The AOS mission aims to provide transformative three-dimensional space-based and suborbital observations of essential collocated dynamic, cloud, precipitation, and aerosol processes for improved weather, air quality, and climate predictions. The mission seeks to quantify the consequences of particle-transforming processes across various time scales and spatial dimensions. The solicitation is open for full and open competition resulting in a Firm Fixed Price (FFP) definitive contract.

Work Details
The study requires insight into potential instrument concepts that will support AOS-Sky mission implementation, including performance capability, developmental maturity, and developmental risk. Specific areas of interest include key and driving requirements affecting design, performance, and risks; analysis showing where performance and accommodation requirements can be met; instrument design concept; technical maturity and risk areas of the instrument design concept; cost factors of the instrument design concept; risk reduction and demonstration through designing, analyzing, breadboarding, prototyping, or testing key systems; development plans and timeline including unique supply chain and long-lead procurement considerations.

Period of Performance
The study period of performance is divided into two main efforts: concept study lasting six calendar months from the contract award and risk reduction activities starting anytime after contract award and completed within 15 months.

Place of Performance
The work will be performed at the contractor's facility.
