This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for which proposals are being requested. Another written solicitation will not be issued.

The purpose of this is to establish and maintain software for man-portable quadruped (legged) robots commercial off-the-shelf (COTS) robotic systems for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). This robot will be utilized by Special Response Teams (SRT) operators in the execution of high-risk warrants.

The purpose of this amendment 15A00025R00000004 0002 is to answer questions from the field.

Background
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a law enforcement agency within the United States Department of Justice. Its mission is to protect communities from violent criminals, criminal organizations, and illegal activities related to firearms, explosives, arson, terrorism, and the illegal diversion of alcohol and tobacco products.

The ATF's Special Response Teams (SRT) are responsible for providing tactical options during high-risk operations. To enhance their capabilities in responding to complex threats, the ATF seeks to acquire man-portable quadruped (legged) robots that will provide situational awareness and tactical solutions for SRT operators.

Work Details
The contract involves the establishment and maintenance of software for man-portable quadruped (legged) robots that are commercial off-the-shelf (COTS) robotic systems. The selected robotic system must include:
- Capability for easy operation by one operator in tactical environments with hazardous conditions.
- Functionality in all weather and terrain conditions.
- Ability to maneuver over obstacles and navigate stairs.
- Equipped with at least one pan-tilt-zoom (PTZ) camera for effective day/night operations.
- Capability to lift and transport loads of at least 10 lbs (4.5 kg).
- Ability to manipulate doors and carry additional equipment such as a mesh radio node.

Mandatory features include:
1. Operations: Must operate in various environmental conditions including snow, rain, and extreme temperatures.
2. Functionality: Must perform tasks such as opening doors and carrying diversionary devices.
3. Characteristics: Includes a handheld Operator Control Unit capable of controlling all robot functions, displaying video feeds, and facilitating two-way audio communication.

Value-added features may include enhanced weight capacity, independent driving cameras, encryption capabilities for audio/video recordings, live feed broadcasting capabilities, and a backpack for transport.
