Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is issued as a request for quote (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2023-04 Effective 2 June 2023. Provisions and clauses incorporated by reference has the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://acquisition.gov.

The solicitation W912NR-23-Q-0002 is issued as a Request for Quote. This procurement is solicited as a small business set-aside. The NAICS code for this acquisition is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a small business size standard of 1250 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. This solicitation is for a firm fixed price contract and will be awarded as a Best Value Trader-Off. Offer must include proof of adherence to provided specifications (quotes will be checked for technical acceptableness based on requirements) and have a satisfactory past performance with Government contracts. The contractor shall return the completed provision (52.204-24) and return with quote along with UEI information included on quote.

The Louisiana Army National Guard Army Aviation Support Facility #1 has a need for 2ea Aviation (Air Traffic Control) Signal Light Guns. The Government reserves the right to cancel the contract in its entirety or parts of the requirement within a seven (7) day notice.

Description of Supply. LED aviation Signal Light Gun with sighting scope with visibility rating greater than 4 miles during clear daytime usage. 3 push button color (Red, Green and White) with selectable color options and sequences as well as an On/Off switch to avoid draining the battery. Must have designated charging system as well as placement cradle for easy immediate access during emergencies. Used in the control of aircraft that are experiencing radio issues and cannot directly communicate with the control tower. The light guns provide a means for the controller to issue instructions through a series of light gun signals that will let the aircraft know what actions they are to take and allows the controller to provide safe separation between all aircraft under their control. Per Army regulation TC 3-04.15, Army ATC facilities are required to possess 2 light guns per tower facility.

AWARD BASIS:

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Evaluation Factors are as follows.

#1 - Technical Capability: Ability to meet specifications/salient characteristics in Needs Statement

#2 - Delivery Schedule: Availability of Light

#3 - Price: Determined fair and reasonable

  • If combined, Technical capability and Delivery Schedule are greater than Price.
